    When I try to edit css I'm getting a web page pop up that says 

    You need a higher level of permission.

    Sorry, you are not allowed to customise this site.

    Very grateful if you could suggest what to do to resolve this.

    Please ignore last question about CSS permission.  Resolved.  I needed to click publish and then it worked.
